I am considering setting up a blog....
1) To provide journalists with story tips and news from UC San Diego. In this case, there would be multiple contributors -- my colleagues in University Communications and Public Affairs. Ideally, the communication would be two-way but if the blog proved too attractive to pranksters and snarky commentators, it might have to become one-way.
and/or
2) To stay in touch with friends and family. Here, I would be the sole contributor and would hope for lively interaction with the intended audience.

Assessing IT/Technical Assets and Challenges -- In the case of No. 1, the professional blog, if there were sufficient department buy-in, there would be potentially considerable professional IT support, and the blog would also possibly be hosted on our department website.
In the case of No. 2, I'd have sole responsibility -- with my limited time and limited IT expertise. The personal blog would have to live wherever it was cheapest and simplest to keep it.
